I.-The Executive Council and the Assembly of Corsica are assisted by an Economic, Social, Environmental and Cultural Council of Corsica.
The size of the council may not exceed that of the Assembly of Corsica. It comprises three sections:
the economic and social development and foresight section;
the culture, Corsican language and education section;
the environment and living environment section.
When a body is called upon to appoint more than one member of the Council, it shall make these appointments in such a way that the difference between the number of men appointed, on the one hand, and the number of women appointed, on the other hand, is no greater than one. The same rule applies to the appointment of qualified personalities.
The Board draws up its own rules of procedure. These may be referred to the administrative court. Under the conditions laid down by the internal regulations, the council elects its president and the other members of its bureau from among its members by secret ballot.
Executive councillors and councillors to the Assembly may not be members of the council instituted by this article.
II.-The president and the members of the bureau of the Corsican economic, social, environmental and cultural council decide which opinions may be issued in section.
Each year, the President of the Corsican Executive Council presents the Council with a report on the action taken by the local authority and informs it of the action taken on its opinions. His statement is followed by a debate.
