The Meeting may not deliberate unless the absolute majority of its members in office are present or represented.
However, if on the day fixed by the notice of meeting the number of members present or represented is insufficient to deliberate, the meeting is adjourned automatically to the third day thereafter and the deliberations are then valid regardless of the number of members present or represented.
An Assembly member unable to attend a meeting may delegate his vote for that meeting to another Assembly member. The latter may receive only one delegation.
The deliberations of the Assembly are taken by a majority of the votes cast.
