The councils draw up their own rules of procedure. They elect from among their members, by secret ballot, in accordance with the provisions of these rules, their chairman and the members of their standing committee.
The Regional Council provides the advisory councils with the necessary operating resources. In particular, these resources must be sufficient to provide secretarial services for council meetings. The Regional Council shall also make the regional services or part thereof available to the advisory councils on a permanent or temporary basis, in particular to enable them to carry out studies on any project within their remit.
The appropriations required for the operation of each of these advisory councils and, where applicable, for the carrying out of its studies shall be the subject of a separate entry in the regional budget.
They shall be notified each year, after the budget has been voted, to the chairman of these councils by the chairman of the Regional Council.
