Article L4433-4-4 of the French General Code of Local Authorities

International agreements concerning both areas of State competence and areas of regional competence are, in cases where the first paragraph of Articles L. 4433-4-2 and L. 4433-4-3-2 is not applied, negotiated and signed by the authorities of the Republic.

At their request, the president of the regional council or their representative participates, within the French delegation, in the negotiation of these agreements.

The presidents of overseas regional councils, or their representatives, participate, within the French delegation, at their request, in negotiations with the European Union concerning their region.

The presidents of overseas regional councils may ask the State to take the initiative in negotiations with the European Union with a view to obtaining specific measures useful to the development of their territory.

Les accords internationaux portant à la fois sur des domaines de compétence de l’Etat et sur des domaines de compétence de la région sont, dans les cas où il n’est pas fait application du premier alinéa des articles L. 4433-4-2 et L. 4433-4-3-2, négociés et signés par les autorités de la République.A sa demande, le président du conseil régional ou son représentant participe, au sein de la délégation française, à la négociation de ces accords.

Les présidents des conseils régionaux d’outre-mer, ou leurs représentants, participent, au sein de la délégation française, à leur demande, aux négociations avec l’Union européenne intéressant leur région.

Les présidents des conseils régionaux d’outre-mer peuvent demander à l’Etat de prendre l’initiative de négociations avec l’Union européenne en vue d’obtenir des mesures spécifiques utiles au développement de leur territoire.
