Article L4433-4-5-1 of the French General Code of Local Authorities

The regions of Guadeloupe and La Réunion may, under the conditions determined by an agreement with the State, appoint public servants from the territorial collectivity to represent it in France’s diplomatic missions.

These regions offer the public servants mentioned in the first paragraph a system of allowances, residence facilities and reimbursement of expenses that take account of the conditions in which they carry out their duties. The conditions of application of this paragraph are specified by decree in the Conseil d’Etat.

Article L4433-4-5-1

Les régions de Guadeloupe et de La Réunion peuvent, dans les conditions déterminées par une convention avec l’Etat, désigner des agents publics de la collectivité territoriale chargés de la représenter au sein des missions diplomatiques de la France.

Ces régions offrent aux agents publics mentionnés au premier alinéa un régime indemnitaire, des facilités de résidence et des remboursements de frais qui tiennent compte des conditions d’exercice de leurs fonctions. Les conditions d’application du présent alinéa sont précisées par décret en Conseil d’Etat.
