Article L4433-4-5-3 of the French General Code of Local Authorities

The Department of Mayotte may, under the conditions determined by an agreement with the State, appoint public servants to represent it at French diplomatic missions.

It shall offer the public servants mentioned in the first paragraph a system of allowances, residence facilities and reimbursement of expenses that take account of the conditions under which they carry out their duties. The conditions for the application of this paragraph are specified by decree in the Conseil d’Etat.

It may set up a non-diplomatic representation to the institutions of the European Union. It shall inform the Government thereof.

Article L4433-4-5-3

Le département de Mayotte peut, dans les conditions déterminées par une convention avec l’Etat, désigner des agents publics chargés de le représenter au sein des missions diplomatiques de la France.

Il offre aux agents publics mentionnés au premier alinéa un régime indemnitaire, des facilités de résidence et des remboursements de frais qui tiennent compte des conditions d’exercice de leurs fonctions. Les conditions d’application du présent alinéa sont précisées par décret en Conseil d’Etat.

Il peut instituer une représentation, à caractère non diplomatique, auprès des institutions de l’Union européenne. Il en informe le Gouvernement.
