Article L451-4 of the French Insurance Code

I.- Within the framework of the missions provided for in articles L. 451-1 to L. 451-1-2 and L. 451-3, the information body mentioned in article L. 451-1 of the present code and the insurance companies, through its intermediary, have access, under the conditions provided for in article L. 330-5 of the highway code, to the registrations and technical data in the file of administrative documents and decisions provided for in article L. 330-1 of the same code.

II – In order to respond to the injured party who has demonstrated a legitimate interest in obtaining from the information centre the name and address of the owner or usual driver or declared keeper of the vehicle involved in the accident, the information centre may query the file of administrative documents and decisions provided for in article L. 330-1 of the Highway Code, when the vehicle is not insured.

Article L451-4

I.-Dans le cadre des missions prévues aux articles L. 451-1 à L. 451-1-2 et L. 451-3, l’organisme d’information mentionné à l’article L. 451-1 du présent code et les entreprises d’assurance, par son intermédiaire, ont accès, dans les conditions prévues à l’article L. 330-5 du code de la route, aux immatriculations et aux données techniques du fichier des pièces administratives et décisions prévu à l’article L. 330-1 du même code.

II.-Afin de répondre à la personne lésée qui a prouvé un intérêt légitime à obtenir de l’organisme d’information le nom et l’adresse du propriétaire ou du conducteur habituel ou du détenteur déclaré du véhicule impliqué dans l’accident, l’organisme d’information peut interroger le fichier des pièces administratives et décisions prévu à l’article L. 330-1 du code de la route, lorsque le véhicule n’est pas assuré.
