Article L512-13 of the French Consumer Code

When investigating or ascertaining an offence or breach, authorised officers may note the identity of the person they are checking.
If the person refuses or is unable to prove his identity, they shall immediately report this to any territorially competent judicial police officer, who may then carry out an identity check under the conditions provided for in Article 78-3 of the Code of Criminal Procedure. In this case, the time limit stipulated in the third paragraph of the same article 78-3 runs from the date of the identity record.

Lorsqu’ils recherchent ou constatent une infraction ou un manquement, les agents habilités peuvent relever l’identité de la personne qu’ils contrôlent.
Si celle-ci refuse ou se trouve dans l’impossibilité de justifier de son identité, ils en rendent compte immédiatement à tout officier de police judiciaire territorialement compétent, qui peut alors procéder à une vérification d’identité dans les conditions prévues à l’article 78-3 du code de procédure pénale. En ce cas, le délai prévu au troisième alinéa du même article 78-3 court à compter du relevé d’identité.
