Article L512-15 of the French Consumer Code

For the purposes of investigating and establishing misleading commercial practices, the authorised agents may require the party responsible for the practice to make available to them or to provide them with all information likely to substantiate the claims, indications or presentations, including when such information is held by a manufacturer established outside national territory. They may also require the advertiser, the advertising agency or the person responsible for the medium to make the advertising messages broadcast available to them.
These provisions also apply to the investigation and recording of comparative advertising offences referred to in Article L. 122-1.

Pour la recherche et la constatation des pratiques commerciales trompeuses, les agents habilités peuvent exiger du responsable de la pratique la mise à leur disposition ou la communication de tous les éléments propres à justifier les allégations, indications ou présentations, y compris lorsque ces éléments sont détenus par un fabricant implanté hors du territoire national. Ils peuvent également exiger de l’annonceur, de l’agence de publicité ou du responsable du support, la mise à leur disposition des messages publicitaires diffusés.
Ces dispositions s’appliquent également à la recherche et à la constatation des infractions en matière de publicité comparative mentionnée à l’article L. 122-1.
