Article L521-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Once their asylum application has been registered, foreign nationals are issued with an asylum application certificate, the conditions for the issue and renewal of which are set by decree in the Conseil d’Etat. The period of validity of the certificate is set by order of the minister responsible for asylum.
The issue of this certificate may not be refused on the grounds that the foreign national does not have the documents and visas mentioned in article L. 311-1. It may only be refused in the cases provided for in c or d of 2° of article L. 542-2.
This certificate is not issued to foreign nationals who apply for asylum at the border or in detention.
