The administration of establishments which are the subject of syndicates is subject to the rules of ordinary law.
In particular, the laws which lay down, for similar establishments, the constitution of advisory or supervisory committees, the composition or appointment of staff, the formation and approval of budgets, the approval of accounts, the rules of internal administration and accounting are applicable to them.
With regard to these establishments, the syndicate committee exercises the rights that belong to municipal councils with regard to communal establishments of the same nature.
However, if the syndicate’s purpose is to provide relief for the sick, the elderly, children or incurable persons, the committee may decide that a commission will administer the relief, on the one hand, at home and, on the other hand, at the hospital or hospice.
