Progress in inter-municipal cooperation is based on the free will of communes to draw up joint development projects within areas of solidarity.
The category of public establishments for inter-municipal cooperation includes syndicats de communes, communautés de communes, communautés urbaines, communautés d’agglomération and métropoles.

The departmental council and the regional council concerned may, at the request of either of them, be involved by a public establishment of inter-municipal cooperation in the preparation of any development and planning project for its territory, with a view to setting general objectives for partnership or cooperation.
Where it is expressly authorised to do so by its articles of association, a public establishment for inter-municipal cooperation may request to exercise, in the name and on behalf of the department or the region, all or part of the competences devolved to one or other of these authorities.
