Article L5211-5-1 of the French General Code of Local Authorities

The articles of association of a public establishment for inter-communal cooperation mention in particular:

a) The list of communes that are members of the establishment;

b) The seat of the establishment;

c) Where applicable, the duration for which it is formed;

d), e), f) (Repealed)

g) The competences transferred to the establishment.

When a public establishment for inter-municipal cooperation is created, they are submitted to the municipal councils at the same time as the list of municipalities concerned under the conditions provided for in article L. 5211-5.

They are approved by order of the State representative(s) in the department(s) concerned.

Les statuts d’un établissement public de coopération intercommunale mentionnent notamment :

a) La liste des communes membres de l’établissement ;

b) Le siège de celui-ci ;

c) Le cas échéant, la durée pour laquelle il est constitué ;

d), e), f) (Abrogés)

g) Les compétences transférées à l’établissement.

Lors de la création d’un établissement public de coopération intercommunale, ils sont soumis aux conseils municipaux en même temps que la liste des communes intéressées dans les conditions prévues à l’article L. 5211-5.

Ils sont approuvés par arrêté du ou des représentants de l’Etat dans le ou les départements concernés.
