Article L5211-44-1 of the French General Code of Local Authorities

In departments whose territory includes mountain areas delimited in accordance with article 3 of law no. 85-30 of 9 January 1985 relating to the development and protection of mountain areas, the composition of the colleges of representatives of the municipalities and public establishments for inter-municipal cooperation on the departmental commission for inter-municipal cooperation is determined by proportional representation of the municipalities and public establishments for inter-municipal cooperation located, in whole or in part, in these areas. The colleges of representatives of the communes and public establishments of inter-communal cooperation sitting on this commission include at least one representative of a commune and one representative of a public establishment of inter-communal cooperation located, in whole or in part, in these areas.

Dans les départements dont le territoire comprend des zones de montagne délimitées conformément à l’article 3 de la loi n° 85-30 du 9 janvier 1985 relative au développement et à la protection de la montagne, la composition des collèges des représentants des communes et des établissements publics de coopération intercommunale de la commission départementale de la coopération intercommunale est déterminée à la représentation proportionnelle des communes et des établissements publics de coopération intercommunale situés, en tout ou partie, dans ces zones. Les collèges des représentants des communes et des établissements publics de coopération intercommunale siégeant dans cette commission comprennent au moins un représentant d’une commune et un représentant d’un établissement public de coopération intercommunale situés, en tout ou partie, dans ces zones.
