Article L5211-6-3 of the French General Code of Local Authorities

In the event of the annulment of the election of a municipal council of a municipality with fewer than 1,000 inhabitants or the annulment of the election of community councillors provided for in article L. 273-6 of the electoral code, and provided that the resulting vacancy in the deliberative body of the public establishment for inter-communal cooperation to which the commune belongs is greater than 20% of the total number of members of this deliberative body, the latter may only deliberate on the management of current affairs or those of an urgent nature. It may not vote on the budget or approve the accounts of the public body.

Article L5211-6-3

En cas d’annulation de l’élection d’un conseil municipal d’une commune de moins de 1 000 habitants ou d’annulation de l’élection des conseillers communautaires prévue à l’article L. 273-6 du code électoral, et sous réserve que la vacance de sièges qui en découle au sein de l’organe délibérant de l’établissement public de coopération intercommunale auquel appartient la commune soit supérieure à 20 % de l’effectif total de cet organe délibérant, celui-ci ne peut délibérer que sur la gestion des affaires courantes ou présentant un caractère d’urgence. Il ne peut ni voter le budget ni approuver les comptes de l’établissement public.
