Article L5210-3 of the French General Code of Local Authorities

The departmental council and the regional council concerned may, at the request of either of them, be involved by a public establishment of inter-municipal cooperation in the preparation of any development and planning project for its territory, with a view to setting general objectives for partnership or cooperation.

Le conseil départemental et le conseil régional intéressés peuvent, à la demande de l’un ou de l’autre, être associés par un établissement public de coopération intercommunale à l’élaboration de tout projet de développement et d’aménagement de son territoire, en vue de fixer des objectifs généraux de partenariat ou de coopération.
