Article L5217-16 of the French General Code of Local Authorities

I. – The charges transferred by the region, the amount of which is set under the conditions provided for in Articles L. 5217-14 and L. 5217-15, are compensated for by the payment, each year, by the region to the metropolis of an allocation to compensate for the charges transferred.

This compensation allowance for transferred charges constitutes a compulsory expense, within the meaning of article L. 4321-1.

II. – The charges transferred by the département, the amount of which is set under the conditions provided for in Articles L. 5217-14 and L. 5217-15, are compensated by the payment, each year, by the département to the metropolis of a compensation allowance for the charges transferred.

This compensation allowance for transferred charges constitutes a compulsory expense, within the meaning of article L. 3321-1.
