Article L5211-46 of the French General Code of Local Authorities

Any natural or legal person has the right to request communication of the deliberations and minutes of the deliberative bodies of the public establishments of inter-municipal cooperation, the budgets and accounts of these establishments as well as the decrees of their president.

Each may publish them under its own responsibility.

The communication of the documents mentioned in the first paragraph, which may be obtained both from the president and from the decentralised departments of the State, takes place under the conditions laid down by article L. 311-9 of the Code des relations entre le public et l’administration.

Toute personne physique ou morale a le droit de demander communication des délibérations et des procès-verbaux des organes délibérants des établissements publics de coopération intercommunale, des budgets et des comptes de ces établissements ainsi que des arrêtés de leur président.

Chacun peut les publier sous sa responsabilité.

La communication des documents mentionnés au premier alinéa, qui peut être obtenue aussi bien du président que des services déconcentrés de l’Etat, intervient dans les conditions prévues par l’article L. 311-9 du code des relations entre le public et l’administration.
