Article L5211-12-1 of the French General Code of Local Authorities

Each year, the public establishments of inter-municipal cooperation with their own taxation system draw up a statement showing all the allowances of all kinds, denominated in euros, received by the elected members sitting on their council, in respect of any mandate or any duties exercised within them and within any union within the meaning of books VII and VIII of this part or any company mentioned in book V of part one or subsidiary of one of these companies. This statement is communicated each year to the community councillors before the examination of the budget of the public intercommunal cooperation establishment with its own tax status.

Chaque année, les établissements publics de coopération intercommunale à fiscalité propre établissent un état présentant l’ensemble des indemnités de toutes natures, libellées en euros, dont bénéficient les élus siégeant dans leur conseil, au titre de tout mandat ou de toutes fonctions exercés en leur sein et au sein de tout syndicat au sens des livres VII et VIII de la présente partie ou de toute société mentionnée au livre V de la première partie ou filiale d’une de ces sociétés. Cet état est communiqué chaque année aux conseillers communautaires avant l’examen du budget de l’établissement public de coopération intercommunale à fiscalité propre.
