Article L5216-6 of the French General Code of Local Authorities

The agglomeration community is substituted ipso jure for the syndicat de communes or syndicat mixte whose perimeter is identical to its own, for all the competences it exercises.

The agglomeration community is also automatically substituted, for the competences it exercises, for the syndicat de communes or syndicat mixte included entirely within its perimeter.

The substitution of the agglomeration community for the syndicate is carried out under the conditions provided for in the second paragraph of article L. 5211-41.

Article L5216-6

La communauté d’agglomération est substituée de plein droit au syndicat de communes ou au syndicat mixte dont le périmètre est identique au sien, pour la totalité des compétences qu’il exerce.

La communauté d’agglomération est également substituée de plein droit, pour les compétences qu’elle exerce, au syndicat de communes ou au syndicat mixte inclus en totalité dans son périmètre.

La substitution de la communauté d’agglomération au syndicat s’effectue dans les conditions prévues au deuxième alinéa de l’article L. 5211-41.
