Article L5214-29 of the French General Code of Local Authorities

A community of communes that has not carried out any activity for at least two years may be dissolved by order of the representative(s) of the State in the department(s) concerned following the opinion of the municipal councils of the member communes.

This opinion is deemed to be favourable if it has not been given within a period of three months.

La communauté de communes qui n’exerce aucune activité depuis deux ans au moins peut être dissoute par arrêté du ou des représentants de l’Etat dans le ou les départements concernés après avis des conseils municipaux des communes membres.

Cet avis est réputé favorable s’il n’a pas été rendu à l’issue d’un délai de trois mois.
