Article L561-11 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Unless there are compelling reasons of national security or public order to the contrary, the minor foreign child of a refugee or beneficiary of subsidiary protection, present on French territory, who is not eligible for asylum protection may be issued with the travel document provided for in article L. 561-10.

A moins que des raisons impérieuses de sécurité nationale ou d’ordre public ne s’y opposent, l’enfant étranger mineur du réfugié ou du bénéficiaire de la protection subsidiaire, présent sur le territoire français, qui ne peut bénéficier d’une protection au titre de l’asile peut se voir délivrer le document de voyage prévu à l’article L. 561-10.
