Article L561-10 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Unless there are compelling reasons of national security or public order to the contrary, a foreign national holding a valid residence permit who has been granted subsidiary protection pursuant to article L. 512-1 and who is still under the protection of the French Office for the Protection of Refugees and Stateless Persons may be issued with a travel document known as an “identity and travel document” authorising them to travel outside French territory. This document allows the holder to apply to travel to any State, with the exception of the State or States in which it is established that he or she is exposed to one of the serious harm listed in the same article L. 512-1.

A moins que des raisons impérieuses de sécurité nationale ou d’ordre public ne s’y opposent, l’étranger titulaire d’un titre de séjour en cours de validité auquel le bénéfice de la protection subsidiaire a été accordé en application de l’article L. 512-1 qui se trouve toujours sous la protection de l’Office français de protection des réfugiés et apatrides peut se voir délivrer un document de voyage dénommé ” titre d’identité et de voyage ” l’autorisant à voyager hors du territoire français. Ce titre permet à son titulaire de demander à se rendre dans tous les Etats, à l’exclusion de celui ou de ceux dans lesquels il est établi qu’il est exposé à l’une des atteintes graves énumérées au même article L. 512-1.
