Article L5912-4 of the French General Code of Local Authorities

The minutes of each sitting, drawn up by one of the secretaries, are approved at the beginning of the following sitting and signed by the chairman and the secretary.

The minutes contain the reports, the names of the members who took part in the discussion and an analysis of their opinions.

The minutes of the sittings of the congress of elected departmental and regional representatives and mayors are published. They are forwarded to the general council, the regional council and the municipal councils by the president of the congress of elected departmental and regional representatives and mayors.

Any elector or taxpayer of the department or region has the right to request communication without travel and to take a copy of the minutes of the sessions of the congress of elected departmental and regional representatives and mayors and to reproduce them in the press.

Le procès-verbal de chaque séance, rédigé par un des secrétaires, est approuvé au commencement de la séance suivante et signé par le président et le secrétaire.

Il contient les rapports, les noms des membres qui ont pris part à la discussion et l’analyse de leurs opinions.

Les procès-verbaux des séances du congrès des élus départementaux et régionaux et des maires sont publiés. Ils sont transmis au conseil général, au conseil régional et aux conseils municipaux par le président du congrès des élus départementaux et régionaux et des maires.

Tout électeur ou contribuable du département ou de la région a le droit de demander la communication sans déplacement et de prendre copie des procès-verbaux des séances du congrès des élus départementaux et régionaux et des maires et de les reproduire par voie de presse.
