I.-The State may organise and finance, for the benefit of jobseekers, training courses whose low level of development or emerging nature justifies, temporarily or permanently, actions defined at national level to meet skills requirements.
II – For the implementation of a national programme defined by the State and designed to meet an additional need for qualifications for young people who have left the school system without qualifications and for jobseekers with a level of qualification equal to or less than the baccalaureate, with priority given to people suffering from illiteracy, whether or not they are in employment, the State will enter into an agreement procedure with the region.
This agreement may be provided for in the regional plan contract for the development of vocational training and guidance mentioned in article L. 214-13 of the Education Code.
In the absence of an agreement, the State may organise and finance these training courses with Pôle emploi or one of the institutions mentioned in article L. 5311-4 of this code. These actions may in particular take into account the specific needs of priority urban policy districts.
III – When the State contributes to the financing of vocational training initiatives, through expenditure on trainee remuneration, the financing of training courses or investment in centres, it enters into agreements with the organisations which take into account the types of training initiatives defined in article L. 6313-1, the target groups, the objectives pursued and the results obtained, particularly in terms of professional integration. The specific terms and conditions of these agreements are defined by decree.
When these agreements concern training centres managed by one or more companies, they are subject to consultation with the relevant social and economic committee(s), in accordance with article L. 2323-15.
