Article L613-4 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Foreign nationals who are notified of a decision imposing an obligation to leave French territory are also informed that they may receive communication of the main elements, translated into a language that they understand or may reasonably be presumed to understand, of the decisions notified to them pursuant to Chapters I and II.
