As stated in I of article L. 713-4 of the Education Code, which reads as follows:
” I.-Notwithstanding articles L. 712-2, L. 712-3 and L. 712-6-1, the medical, pharmacy, odontology and midwifery training and research units or, failing that, the components providing these training courses shall enter into agreements with the regional hospital centres, in accordance with articles L. 713-5 and L. 713-6, and, where applicable, with cancer centres and private not-for-profit health establishments, in accordance witharticle L. 6142-5 of the Public Health Code, the purpose of which is to determine the structure and operating procedures of the hospital and university centre. These agreements must comply with the university’s strategic guidelines as defined in the multi-annual establishment contract, particularly in the field of research involving the human person.
The director of the unit or component is authorised to sign these agreements on behalf of the university.
These agreements may only be executed after they have been approved by the President of the University and voted by the University’s Administrative Board.
The president of the university may delegate his signature to the director to authorise the income and expenditure of the training and research unit or component.
Teaching and hospital staff jobs in university hospitals are allocated in accordance with the provisions of article L. 952-21.
The revision of teaching and hospital staff numbers takes into account public health needs, on the one hand, and teaching and research needs, on the other. “
