Article L621-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A decision may be taken to surrender to the competent authorities of a Member State of the European Union, the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway or the Swiss Confederation any foreign national who, having been admitted to enter or reside in the territory of that State, has entered or resided in France without complying with the provisions of Articles L. 311-1, L. 311-2 and L. 411-1, in application of the provisions of international agreements concluded to this effect with this State, in force on 13 January 2009.

Peut faire l’objet d’une décision de remise aux autorités compétentes d’un Etat membre de l’Union européenne, de la République d’Islande, de la Principauté du Liechtenstein, du Royaume de Norvège ou de la Confédération suisse l’étranger qui, admis à entrer ou à séjourner sur le territoire de cet Etat, a pénétré ou séjourné en France sans se conformer aux dispositions des articles L. 311-1, L. 311-2 et L. 411-1, en application des dispositions des conventions internationales conclues à cet effet avec cet État, en vigueur au 13 janvier 2009.
