Article L71-111-3 of the French General Code of Local Authorities

Within a period of ten weeks prior to the examination of the budget, a debate shall take place within the assembly of French Guiana on the budgetary guidelines for the financial year as well as on the multi-year commitments envisaged.

This debate shall also cover the progress of the measures provided for by the convergence plan covering the territory of the collectivity.

The draft budget of the collectivity is prepared and presented by the President of the Assembly of French Guyana, who is required to communicate it to the members of the Assembly of French Guyana, together with the corresponding reports, at least twelve days before the opening of the first meeting devoted to the examination of the said budget.

The initial budget, supplementary budget and amending decisions are voted on by the Assembly of French Guiana.

Dans un délai de dix semaines précédant l’examen du budget, un débat a lieu au sein de l’assemblée de Guyane sur les orientations budgétaires de l’exercice ainsi que sur les engagements pluriannuels envisagés.

Ce débat porte également sur l’état d’avancement des mesures prévues par le plan de convergence couvrant le territoire de la collectivité.

Le projet de budget de la collectivité est préparé et présenté par le président de l’assemblée de Guyane qui est tenu de le communiquer aux membres de l’assemblée de Guyane avec les rapports correspondants, douze jours au moins avant l’ouverture de la première réunion consacrée à l’examen dudit budget.

Le budget primitif, le budget supplémentaire et les décisions modificatives sont votés par l’assemblée de Guyane.
