The Assembly of French Guiana shall elect its chairman at the meeting held as of right following each renewal.
For this election, it shall be chaired by its oldest member, with the youngest member acting as secretary. This election does not give rise to any debate.
The Assembly of French Guyana can only deliberate in this case if two thirds of its members are present. If this condition is not met, the meeting is held automatically three days later. The meeting may then take place without a quorum being required.
The chairman is elected by an absolute majority of the members for the duration of the term of office of the councillors to the Assembly of French Guyana. If this election is not obtained after the first two ballots, a third ballot shall be held and the election shall take place by a relative majority of the members. In the event of a tie, the election is won on the basis of age.
No one may be elected President if he or she has not, prior to each ballot, submitted to the councillors of the Assembly of French Guiana, through the intermediary of the oldest member, a written declaration setting out the broad political, economic and social guidelines for his or her action for the duration of his or her term of office.
