Article L7152-1 of the French General Code of Local Authorities

The Assembly of French Guyana may submit proposals for the amendment or adaptation of legislative or regulatory provisions in force or in the process of being drawn up, as well as any proposals relating to the conditions for the economic, social and cultural development of the territorial collectivity of French Guyana.

The proposals adopted by the assembly of French Guyana in application of the first paragraph are forwarded, by the president of the assembly of French Guyana, to the Prime Minister, to the representative of the State in French Guyana and, when they relate to legislative provisions, to the presidents of the National Assembly and the Senate.

The Prime Minister acknowledges receipt of the proposals forwarded to him. An annual report will indicate the action taken on these proposals. This report is made public.

It may also make any comments or suggestions to the Prime Minister concerning the operation of the State’s public services in the local authority.

The Prime Minister acknowledges receipt within fifteen days and sets a deadline within which he will provide a substantive response.

L’assemblée de Guyane peut présenter des propositions de modification ou d’adaptation des dispositions législatives ou réglementaires en vigueur ou en cours d’élaboration ainsi que toutes propositions relatives aux conditions du développement économique, social et culturel de la collectivité territoriale de Guyane.

Les propositions adoptées par l’assemblée de Guyane en application du premier alinéa sont transmises, par le président de l’assemblée de Guyane, au Premier ministre, au représentant de l’Etat en Guyane et, lorsqu’elles portent sur des dispositions législatives, aux présidents de l’Assemblée nationale et du Sénat.

Le Premier ministre accuse réception des propositions qui lui sont transmises. Un rapport annuel indique les suites qui ont été données à ces propositions. Ce rapport est rendu public.

Elle peut également faire au Premier ministre toutes remarques ou suggestions concernant le fonctionnement des services publics de l’Etat dans la collectivité.

Le Premier ministre accuse réception dans les quinze jours et fixe le délai dans lequel il apporte une réponse au fond.
