Article L721-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The administrative authority shall determine, by a decision separate from the removal decision, the country to which the foreign national may be returned in the event of the automatic enforcement of a decision imposing an obligation to leave French territory, a ban on returning to French territory, a decision to implement a decision taken by another State, a ban on movement on French territory, a deportation decision, a penalty of banning from French territory or an administrative ban on French territory.

Article L721-3

L’autorité administrative fixe, par une décision distincte de la décision d’éloignement, le pays à destination duquel l’étranger peut être renvoyé en cas d’exécution d’office d’une décision portant obligation de quitter le territoire français, d’une interdiction de retour sur le territoire français, d’une décision de mise en œuvre d’une décision prise par un autre État, d’une interdiction de circulation sur le territoire français, d’une décision d’expulsion, d’une peine d’interdiction du territoire français ou d’une interdiction administrative du territoire français.
