Article L722-7 of the French Monetary and Financial Code

When cash in an amount equal to or greater than €10,000 or 1,193,300 CFP francs is part of a consignment coming from or going to a foreign country, without the intervention of a bearer, customs officers may require the sender or the recipient or their representative, as the case may be, to file a disclosure declaration within a period and under conditions set by decree in the Conseil d’Etat.
Customs officers may withhold cash until the sender, recipient or their representative files the disclosure declaration.

Lorsque de l’argent liquide d’un montant égal ou supérieur à 10 000 € ou à 1 193 300 francs CFP fait partie d’un envoi en provenance ou à destination de l’étranger, sans l’intervention d’un porteur, les agents des douanes peuvent exiger que l’expéditeur ou le destinataire ou leur représentant, selon le cas, fasse une déclaration de divulgation dans un délai et des conditions fixés par décret en Conseil d’Etat.
Les agents des douanes peuvent retenir l’argent liquide jusqu’à ce que l’expéditeur, le destinataire ou leur représentant dépose la déclaration de divulgation.
