Article L7253-10 of the French General Code of Local Authorities

The territorial authority of Martinique may, under the conditions determined by an agreement with the State, designate public employees of the territorial authority to represent it at French diplomatic missions.

The territorial authority shall offer the public servants referred to in the first paragraph a system of allowances, residence facilities and reimbursement of expenses that take account of the conditions in which they carry out their duties. The conditions of application of this paragraph are specified by decree in the Conseil d’Etat.

La collectivité territoriale de Martinique peut, dans les conditions déterminées par une convention avec l’Etat, désigner des agents publics de la collectivité territoriale chargés de la représenter au sein des missions diplomatiques de la France.

La collectivité territoriale offre aux agents publics mentionnés au premier alinéa un régime indemnitaire, des facilités de résidence et des remboursements de frais qui tiennent compte des conditions d’exercice de leurs fonctions. Les conditions d’application du présent alinéa sont précisées par décret en Conseil d’Etat.
