For the ex officio enforcement of a deportation decision taken in accordance with article 3 of law n° 71-569 of 15 July 1971 relating to the territory of the French Southern and Antarctic Lands, the person who transported the foreigner is obliged to bring him back, at the request of the High Administrator, without delay and at the expense of the State, to the point where he began to use that person’s means of transport, or, if this is not possible, to the State which issued the travel document with which he travelled, or to any other place where he may be admitted. However, the transport of the person concerned remains the responsibility of the person who transported him, if he did not possess the documents and visas mentioned and the authorisation defined in Book III.
