Article L821-6 of the French Code governing the entry and residence of foreign nationals and the right of asylum

An administrative fine of €10,000 will be imposed on any air, sea or road transport company that disembarks on French territory, from a State that is not a party to the Convention signed in Schengen on 19 June 1990, a foreigner who is not a national of a Member State of the European Union, the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway or the Swiss Confederation without the travel document and, where applicable, the visa required by the law or international agreement applicable to them by virtue of their nationality.
The same fine will be imposed on any air, sea or road transport company that disembarks, in the course of transit, a foreign national who is not a national of a Member State of the European Union, the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway or the Swiss Confederation who is not in possession of the travel document or visa required by the law or international agreement applicable to him or her on account of his or her nationality and destination.

Est passible d’une amende administrative de 10 000 euros l’entreprise de transport aérien, maritime ou routier qui débarque sur le territoire français, en provenance d’un État qui n’est pas partie à la convention signée à Schengen le 19 juin 1990, un étranger non ressortissant d’un Etat membre de l’Union européenne, de la République d’Islande, de la Principauté du Liechtenstein, du Royaume de Norvège ou de la Confédération suisse démuni du document de voyage et, le cas échéant, du visa requis par la loi ou l’accord international qui lui est applicable en raison de sa nationalité.
Est passible de la même amende l’entreprise de transport aérien, maritime ou routier qui débarque, dans le cadre du transit, un étranger non ressortissant d’un Etat membre de l’Union européenne, de la République d’Islande, de la Principauté du Liechtenstein, du Royaume de Norvège ou de la Confédération suisse démuni du document de voyage ou du visa requis par la loi ou l’accord international qui lui est applicable compte tenu de sa nationalité et de sa destination.
