A decree in the Council of State determines the procedures for declaring employees either by the employer established in France, or, in the event of secondment, by the employer established outside France, or by the user company which resorts to temporary workers, for the purposes of issuing the card.
A decree in the Conseil d’Etat, issued after consultation with the Commission nationale de l’informatique et des libertés, sets out the procedures for issuing the professional identification card, as well as the information relating to the employees on it. It shall also specify the procedures for informing workers seconded on national territory of the regulations applicable to them pursuant to article L. 1262-4 by means of a document, drawn up in a language they understand, which is given to them at the same time as the professional identification card.
