Article LO1112-11 of the French General Code of Local Authorities

Only voters of French nationality registered, under the conditions laid down in Chapter II of Title I of Book I of the Electoral Code, on the electoral roll of the territorial authority which has decided to organise the referendum may take part in the vote and, for a local referendum decided by a municipality, nationals of a Member State of the European Union registered, under the conditions laid down in articles LO 227-1 to LO 227-5 of the same code, on the supplementary electoral lists drawn up for municipal elections.

Seuls peuvent participer au scrutin les électeurs de nationalité française inscrits, dans les conditions prévues au chapitre II du titre Ier du livre Ier du code électoral, sur les listes électorales de la collectivité territoriale ayant décidé d’organiser le référendum et, pour un référendum local décidé par une commune, les ressortissants d’un Etat membre de l’Union européenne inscrits, dans les conditions prévues aux articles LO 227-1 à LO 227-5 du même code, sur les listes électorales complémentaires établies pour les élections municipales.
