Article LO6252-11 of the French General Code of Local Authorities

The President of the Territorial Council, by delegation of the Territorial Council, may be entrusted, for the duration of his or her term of office, with taking any decision concerning the preparation, award, performance and settlement of works, supply and service contracts which may be awarded without prior formalities by virtue of their value, when the appropriations are entered in the budget.

The President of the Territorial Council shall report to the nearest useful meeting of the Territorial Council on the exercise of this competence and shall inform the Executive Council thereof.

Le président du conseil territorial, par délégation du conseil territorial, peut être chargé, pour la durée de son mandat, de prendre toute décision concernant la préparation, la passation, l’exécution et le règlement des marchés de travaux, de fournitures et de services qui peuvent être passés sans formalités préalables en raison de leur montant, lorsque les crédits sont inscrits au budget.

Le président du conseil territorial rend compte à la plus proche réunion utile du conseil territorial de l’exercice de cette compétence et en informe le conseil exécutif.
