Article LO6252-9 of the French General Code of Local Authorities

The representative of the State may, in the event that this has not been done by the President of the Territorial Council, and after formal notice has remained without result, exercise the powers devolved to the President of the Territorial Council in police matters by Articles LO 6252-7 and LO 6252-8.

Le représentant de l’Etat peut, dans le cas où il n’y aurait pas été pourvu par le président du conseil territorial, et après une mise en demeure restée sans résultat, exercer les attributions dévolues au président du conseil territorial en matière de police par les articles LO 6252-7 et LO 6252-8.
