Article LO6314-10 of the French General Code of Local Authorities

The local authority may, by deliberation of the territorial council, adopt a plan for the development of French language teaching designed to take account of the specific cultural and linguistic characteristics of Saint-Martin. The details of this plan are set out in an agreement between the State and the local authority. This agreement provides for the necessary accompanying measures, in particular those relating to the initial and in-service training of teachers.

La collectivité peut, par délibération du conseil territorial, adopter un plan de développement de l’enseignement de la langue française tendant à prendre en compte les spécificités culturelles et linguistiques de Saint-Martin. Les modalités de ce plan font l’objet d’une convention conclue entre l’Etat et la collectivité territoriale. Cette convention prévoit les mesures d’accompagnement nécessaires, et notamment celles relatives à la formation initiale et continue des enseignants.
