Article LO6351-19 of the French General Code of Local Authorities

The right to compromise may be regulated by the Territorial Council in all administrative, fiscal, customs or economic matters falling within its jurisdiction. Where the settlement relates to acts constituting an offence and has the effect of extinguishing the public prosecution, it may only take place with the agreement of the Public Prosecutor.
