Article LO6351-19 of the French General Code of Local Authorities

The right to compromise may be regulated by the Territorial Council in all administrative, fiscal, customs or economic matters falling within its jurisdiction. Where the settlement relates to acts constituting an offence and has the effect of extinguishing the public prosecution, it may only take place with the agreement of the Public Prosecutor.

Le droit de transaction peut être réglementé par le conseil territorial en toutes matières administrative, fiscale, douanière ou économique relevant de sa compétence. Lorsque la transaction porte sur des faits constitutifs d’infraction et a pour effet d’éteindre l’action publique, elle ne peut intervenir qu’après accord du procureur de la République.
