Article LO6461-12 of the French General Code of Local Authorities

The Territorial Council may submit to the Minister responsible for Overseas Territories, through the intermediary of the State representative, proposals for the amendment of legislative or regulatory provisions in force, applicable to Saint-Pierre-et-Miquelon, as well as any proposal for legislative or regulatory provisions relating to the economic, social and cultural development of Saint-Pierre-et-Miquelon.

It may also submit to the Prime Minister, via the State representative, proposals relating to the organisation and operation of the State’s public services in Saint-Pierre-et-Miquelon.

Le conseil territorial peut adresser au ministre chargé de l’outre-mer, par l’intermédiaire du représentant de l’Etat, des propositions de modification des dispositions législatives ou réglementaires en vigueur, applicables à Saint-Pierre-et-Miquelon, ainsi que toute proposition de dispositions législatives ou réglementaires relatives au développement économique, social et culturel de Saint-Pierre-et-Miquelon.

Il peut également adresser au Premier ministre, par l’intermédiaire du représentant de l’Etat, des propositions relatives à l’organisation et au fonctionnement des services publics de l’Etat à Saint-Pierre-et-Miquelon.
