I.-The national health identifier defined in article L. 1111-8-1 is the registration number in the national register for the identification of natural persons (NIR).
For persons awaiting the allocation of a registration number in the national register for the identification of natural persons and until this number is allocated, the national health identifier is the waiting identification number (NIA) mentioned in the last paragraph of Article R. 161-1 of the Social Security Code.
II – Any other identifier may only be used to reference health data if it is impossible to access the national health identifier, so as not to prevent people from receiving health and medico-social care. The data referred to in article R. 1111-8-2 is cross-referenced with the national health identifier as soon as it is possible to access it.
III -When the identification of a person by a professional, establishment, service or organisation mentioned in article R. 1111-8-3 is necessary for their care for health or medico-social purposes, this identification can only be made by means of the national health identifier, in compliance with the conditions laid down in articles R. 1111-8-2 to R. 1111-8-7.
