Article R1115-15 of the French General Code of Local Authorities

The National Commission for Decentralised Cooperation shall set up a standing committee from among its members, made up of the vice-president, one of the representatives of the regions and the local authority of Corsica, one of the representatives of the départements, one of the representatives of the communes, the representative of Cités Unies France, the representative of the French Association of the Council of European Municipalities and Regions, and one of the representatives of the Minister of Foreign Affairs, the representative of the Minister of the Interior, the representative of the Minister for Decentralisation, the representative of the French Association of the Council of European Municipalities and Regions, as well as one of the representatives of the Minister of Foreign Affairs, the representative of the Minister of the Interior, the representative of the Minister responsible for decentralisation, the representative of the Minister responsible for development and the representative of the French Development Agency.

The Standing Committee is chaired by the Minister of Foreign Affairs or his representative. It sets the committee’s work programme.

La Commission nationale de la coopération décentralisée constitue en son sein une commission permanente composée du vice-président, de l’un des représentants des régions et de la collectivité de Corse, de l’un des représentants des départements, de l’un des représentants des communes, du représentant de Cités unies France, du représentant de l’Association française du conseil des communes et régions d’Europe, ainsi que de l’un des représentants du ministre des affaires étrangères, du représentant du ministre de l’intérieur, du représentant du ministre chargé de la décentralisation, du représentant du ministre chargé du développement et du représentant de l’Agence française de développement.

La commission permanente est présidée par le ministre des affaires étrangères ou son représentant. Elle fixe le programme de travail de la commission.
