Section 2: National Commission for Decentralised Cooperation (R)

The National Commission for Decentralised Cooperation provided for in Article L. 1115-6 is chaired by the Prime Minister or, in his absence, by the Minister of Foreign Affairs. I.-The representatives of local and regional authorities are appointed for a renewable term of three years by order of the Prime Minister. They may not serve beyond their elected term of office. They include: a) Three representatives of the regions and the local authority of Corsica proposed by the Régions de France association; b) Three representatives of the départements proposed by the Assemblée des départements de France; c) Three representatives…

Each full member appointed under 1° of article R. 1115-9 has an alternate appointed under the same conditions. Alternate members may only attend meetings and take part in votes if the full member they are replacing is absent.

The qualified persons mentioned in article R. 1115-8 are appointed for a renewable term of three years by decree of the Prime Minister, two of which are proposed by the Minister of Foreign Affairs, one by the Minister of the Interior and one by the Minister responsible for decentralisation.

Commission members are entitled to reimbursement of their travel expenses.

The commission collects, from local and regional authorities and their groupings, and updates information relating to actions that fall within the scope of the external action of local and regional authorities defined in articles L. 1115-1 to L. 1115-5. It may formulate any proposal in these areas. It may be consulted on any draft law or decree relating thereto. .
