The Athlete and Trainee Life Council is made up of nine or ten members as follows, in accordance with the procedures laid down in the centre’s internal regulations:
1° The Director, Chairman of the Council, or his representative and two other members of the establishment’s staff appointed by the Director;
2° The five or six elected members mentioned in 4° of article R. 114-4;
3° One member appointed by the Director from among the coaches of the centres located in the establishment.
The Athletes’ and Trainees’ Life Council proposes to the Director any measure likely to encourage sports, cultural, social or community activities for athletes and trainees. It is also consulted on living and training conditions within the establishment.
It meets at least once a year and is convened by the director, who sets the agenda. It may also be convened at the request of the majority of its members in office, on a specific agenda.
The agenda and related documents are sent to the members of the Council at least eight days in advance.
The Athlete and Trainee Life Council may only validly give its opinion if at least half of its members are present or represented.
If this quorum is not reached, it is reconvened with the same agenda within a maximum of twenty-one days. It shall then validly issue its opinion, regardless of the number of members present or represented.
The opinions of the Athlete and Trainee Life Council are adopted by a majority of the members present or represented.
In the event of a tie, the Chairman has the casting vote.
The Chairman of the Athlete and Trainee Life Council may invite qualified personalities to speak on an item on the agenda.
