Article R114-17 of the French Sports Code

The centre’s draft budget is prepared by the director, who sends it simultaneously to the region and to the rector of the academic region. It must be put to the vote of the Board of Directors and adopted in real balance within thirty days of notification of the region’s contribution.

Without prejudice to the control of legality exercised by the representative of the State, the budget becomes enforceable within thirty days of the date of receipt by each of the two authorities mentioned in the first paragraph, unless the region or the rector of the academic region has made known its reasoned disagreement. In this case, or if the budget is not adopted within thirty days of notification of the region’s participation, the procedure provided for in e and f of article L. 421-11 of the Education Code shall be applied, subject to the second paragraph of article L. 114-13 of this Code.

As soon as the budget has been adopted or settled, it is sent to the accounting officer.

Article R114-17

Le projet de budget du centre est préparé par le directeur qui le transmet simultanément à la région et au recteur de région académique. Il doit être soumis au vote du conseil d’administration et adopté en équilibre réel dans le délai de trente jours suivant la notification de la participation de la région.

Sans préjudice du contrôle de légalité exercé par le représentant de l’Etat, le budget devient exécutoire dans un délai de trente jours à compter de la date de réception par chacune des deux autorités mentionnées au premier alinéa, sauf si la région ou le recteur de région académique a fait connaître son désaccord motivé. Dans ce cas, ou lorsque le budget n’est pas adopté dans les trente jours suivant la notification de la participation de la région, il est fait application de la procédure prévue aux e et f de l’article L. 421-11 du code de l’éducation, sous réserve du second alinéa de l’article L. 114-13 du présent code.

Le budget, dès qu’il est adopté ou réglé, est transmis à l’agent comptable.
