When the Commission considers that the damage suffered is of the serious nature provided for in II of Article L. 1142-1 or when it receives a claim for compensation for the harmful consequences of an act performed in the context of research involving the human person, the Chairman or a Deputy Chairman appoints a panel of experts for expert appraisal, chosen under the conditions provided for in Article L. 1142-12, one of whom must be registered on the national list of medical accident experts because of his or her expertise in the field of compensation for personal injury or has knowledge in the field of compensation for personal injury verified under the conditions provided for in articles R. 1142-30-2 or R. 1142-31-1. However, the Chairman or his deputy may appoint only one expert if that expert possesses all the skills required to conduct the expert assessment.
