The Consultative Commission on the Assessment of Burdens meets in plenary session or in section depending on whether the question submitted to it concerns all categories of local authorities or only one of them.
In the event that the commission chairman is unavailable, the plenary session is chaired by one of the vice-chairmen.
The advisory commission on the assessment of charges is made up of the following three sections:
1° A section of the regions made up of the two regional council chairmen mentioned in 2° of article R. 1212-1 and two representatives of the State;
2° A section of departments composed of the four presidents of departmental councils mentioned in 3° of article R. 1212-1 and four representatives of the State;
3° A section of communes composed of the five elected representatives mentioned in 4° of article R. 1212-1 and five representatives of the State.
The State representatives are appointed by joint order of the Minister for the Interior and the Minister for the Budget.
The chair of each section is held by the one of its elected representatives who is the chairman or vice-chairman of the commission.
The chairman and vice-chairmen of the commission may attend, without voting rights, the meetings of the sections of which they are not members.
